Dr. Charity L. Dhliwayo is, since 2004, Deputy Governor of the Reserve Bank of Zimbabwe. She is in charge of Bank Supervision function and Exchange Control, and is Chairperson of the bank’s Financial Inclusion Committee.

Dr. Dhliwayo has served the Reserve Bank of Zimbabwe for 35 years, having joined the Central Bank in 1981.. She rose through the ranks from being a junior-entry level professional to the position of Deputy Governor at the Central Bank. Between December 2013 and April 2014 (five months), she served as Acting Governor.
Dr. C.L Dhliwayo holds a PhD in Economics which she attained in 1990 from the University of Wales in the United Kingdom. She holds an MA degree in Economics also attained in Wales, UK in 1984. She attained BA (Honours degree) in Economics with the University of Manchester, UK in 1980.
Dr. Dhliwayo has carried out various regional capacity building assignments for Common Market for Eastern and Southern Africa (COMESA); African Development Bank (AfDB); Macroeconomic and Financial Management Institute of Eastern and Southern Africa (MEFMI) and East and Southern Africa Banking Supervisors (ESAF). She sits on various boards in Zimbabwe.
Dr. Dhliwayo has a great passion in Community Development and financial inclusion issues and recently attained a certificate after completing the Fletcher Leadership course on Financial Inclusion.
